Richard Phipps, III is a Ward 8 resident with over 25 years of government and private sector experience. Phipps has served in the District government in various roles and with numerous agencies including the Departments of Corrections, Health, Mental Health and Parks and Recreation. Phipps previously served in the Office of the Secretary working with Ceremonial Services. He holds a Bachelor of Arts in Psychology from Dartmouth College.
